“And Samuel took a suckling lamb and offered it as a whole burnt offering to the LORD. Then Samuel cried out to the LORD for Israel, and the LORD answered him.” (1 Samuel 7:9, NKJV).
The perspective expressed in Jeremiah 8:8 and in the Clementine Homilies is that lying scribes turned the righteous prophets of Elohim into blood sacrificing priests of YHWH (t.r. the LORD). So according to this perspective a lying scribe inserted that line about Samuel. But if we reject the Jeremiah view, the conclusion would be that Samuel took it upon himself to do this, and it runs contrary to the will and character of God (Hosea 6:6, Psalm 51:17, Isaiah 1:11, etc).
